What Are MTC, MTR, ISO9001, CE Certificate and SGS Report for Steel Products?

When buying steel sections such as H beams, IPE sections, UPN channels, angle steel and steel pipes, overseas buyers often ask for quality documents: MTC, MTR, ISO9001 certificate, CE certificate and SGS test report.
Many new steel importers mix up these documents. Each certificate has a different function, issuing party and usage scenario. They play key roles in order confirmation, factory inspection, customs clearance and project acceptance.
1. MTC / MTR (Mill Test Certificate / Mill Test Report)
MTC and MTR refer to the same document. It is the official test report issued directly by the steel mill for each batch of steel products. It records full batch information: heat number, steel grade, chemical composition, mechanical property test results (tensile strength, yield strength, elongation), dimension tolerance and production standard.
✅ Key points for steel trade:
- It is batch-specific. Each heat number has its unique MTC.
- Mandatory for most destination customs clearance and engineering project inspection.
- We provide MTC together with shipping documents (invoice, packing list, B/L).
- Common standards: EN 10025, GB/T 11263, ASTM A6, JIS G3192.
Important: MTC cannot be reused for different batches of steel.
2. ISO 9001 Certificate
ISO 9001 is an international quality management system certification. It proves that the manufacturer or supplier has built a standardized, stable quality control system covering production, inspection, document management and after-sales links.
✅ What it means for buyers: ISO9001 does not test a single steel batch. It certifies the whole company’s quality management capability. Buyers often require ISO9001 during supplier qualification audit, tender bidding and vendor screening.
3. CE Certificate
CE marking is a mandatory conformity mark for products sold within the European Economic Area (EEA). For construction steel products (H beams, sections used in building structures), CE proves the steel complies with relevant European harmonized standards.
✅ Key reminder for steel export:
- CE is mainly required for EU market.
- CE certificate is issued by notified bodies (NB).
- It is widely requested by European contractors and importers for structural steel used in construction projects.
- It is different from batch test reports like MTC.
4. SGS Test Report
SGS is one of the world’s most well-known third-party inspection and testing organizations. An SGS report is an independent test certificate. SGS inspectors can sample steel products on site, run chemical and mechanical tests, check dimensions, surface quality and issue impartial test results.
✅ Common usage scenarios:
- Buyer requests third-party witness inspection before shipment.
- High-standard projects that require independent verification apart from the mill MTC.
- Special customs or tender requirements.
Note: SGS report is optional, while MTC is normally a must-have document for each shipment.
Quick Comparison Table
| Document | Purpose | Issuer | Batch Related |
|---|---|---|---|
| MTC / MTR | Batch steel chemical & mechanical test | Steel Mill | ✅ Yes, one per heat |
| ISO9001 | Company quality management system | Certification Body | ❌ No, company-level |
| CE Certificate | EU market product conformity | EU Notified Body | ❌ No, product-type approval |
| SGS Report | Independent third-party test & inspection | SGS Laboratory | ✅ Usually batch-based |

FAQ
Q: Is MTC the same as SGS report?
A: No. MTC is from the steel mill. SGS is an independent third-party test report.
Q: Do I need CE certificate if I import steel to non-EU countries?
A: Generally not required unless your local rule or project tender demands it.
Q: Can ISO9001 replace MTC for customs clearance?
A: No. ISO9001 is a system certificate, customs still require batch MTC for steel shipments.
